I swear I could watch that scene 5 times a day just because that line cracks me up every time.

But who said it? Who was that guy. Everything about it is classic. The tone of his voice, the timing, the cigarette.

Who gave us this piece of cinematic perfection?!!

They're talking about the deleted scene when Elliot was a rockstar. I do not know the name though.

The actor's name is Toby Huss. He plays a number of roles in the movie?including Elliott's gay lover in that one scene.
