Can a priest/minister really have someone arrested like that?

There is something called the priest-penitent privilege which would protect the priest from anyone confessing a crime to him.

Is there a rule or something that if they aren't in the confessional booth, their conversations are fair game? Or maybe there is an exception that if someone has harmed another or is a harm to himself, the police must be called? I think the priest may have called to report that Elliot was crazy or disturbing the peace. Maybe he thought he was on drugs or intoxicated based on his story about the devil.
sharethat scene was a bit off putting i thought first times i saw the movie before i came to the conclusion it was actually a way to help elliot, there are at least two threads on this board about this topic, after i had watched the movie a few times i realised that the whole point of getting him arrested and thrown in jail was to get elliot together with the cell mate behind bars to spend some extended time with for peaceful reflection during the night. by the way, hurley was hilarious in that scene as she leads him away to the cell with all the name calling. then later you see the cell mate and hurley playing chess as elliot rides by. since the movie includes several roles not being entirely real life humans it leaves alot for speculation, so i figure this interpretation could be an option.
