It is probably implied that he did.
Did they crash because Mr Baker had to much to drink, and then Terry saw an opportunity to go after the kid's trust fund?

it's never outright stated but it's very, very strongly hinted at that he did indeed sabotage the car and cause the parents deaths
firstly there's the damaged car in his garage and the fact that the parents were borrowing a car from him. suggests he may have had their car vandalised so they'd have to use the one he offered them
then there's the conversation with his wife when he's whining about her being a spineless addict and she blames it all on something he did
finally his sabotaging of the jag makes it very clear that he knows exactly how to stage such an accident
