The stuff that was sprayed on the ground at night?

Can anyone explain what was being sprayed on the ground (2 horses were pulling a large barrel wagon size of the anti stuff) during the evening after the hanging scene that occurred in the morning?

It was 'anti' something but what was the purpose for that stuff being used?

I sort of remember that scene, I think it was some sort of disinfectant spray to kill all the smell and bacteria or disease in the urine and feces on the streets left by animals and people.

It was Antipestilence Cholera Thwarting Solution. Though not sure of what was the chemical, it may have been a chlorine solution.
