Well it's only where they start to build their bond and I think they could portray that in alternate ways.
And like I said whereas all the arcs after it all link together with the Orochimaru/Sasuke ordeal and then Part 2 revolving around the Akatsuki, the Land of Waves arc has little importance to the overall story.
But it wouldn't make sense to skip it either.
If the first one covered Kuramas attack on the village, Naruto becoming a Genin, introducing the rookie 9, the Land of Waves arc then that'd be a good start and they wouldn't have to ram so much into the sequel.
