Was Goku stronger than Frieza from the beginning of their long fight?

Was Goku's Super Saiyan potential with him from the very beginning of his fight with Frieza? Or did he have to develop it as the fight went on, and Krillins death was the final push he needed?

Because even at his most angry moments during the fight before the Spirit Bomb, Frieza was always a step above Goku.

But Goku's Fight Aginst Frieza is Way to Long
This takes 20 episodes or 4 hours

In DBZ, this fight was blocked by Pointless Fillers
But this fight was better without the Fillers in DBZKai

I kind of like that it's long. It gives me a sense of how tough Frieza is to take down, he's not gonna get killed off in a few episodes.
