The problem is this most likely won't happen since American live adaptations of anime usually attract garbage writers and directors for whatever reason.
With these conditions I think it could be done correctly:
The movie should be treated as another Dragon Ball Z movie sequel (albeit live action) instead of one having to explain origins of the characters.
Big budget.
Akira Toriyama heavily involved in the writing process.
The screenwriter takes Akira's script and adapts it for the screen and contributes little to none of his original writing.
Everyone briefed on the history of Dragon Ball Z and how it should be conveyed on screen.
Little to no original takes on the costumes.
