For a fugitive Hannibal perhaps lived a little too openly? They caught him on tape and his habits were easy clues to follow on. It wasn’t just the FBI and Interpol after him...he had powerful rich enemies like Mason Verger who weren't interested in “arresting” him.

Perhaps that was his weakness. He needed to live in a certain style he’d become accustomed to.

That’s exactly where the FBI would look for him(knowing his psychological profile). He was on their 10 most wanted list.
