Why did Cruella start seeing people as dalmations and everything spotted after Big Ben the clock tower chimes?

She was treated for her dognapping ways by Dr. Pavlov who also treats mentally unstable animals, and there is a scene with Big Ben chiming on the TV where the animals are kept. We're shown the animals going slightly crazy and Dr. Pavlov realises that it disrupts their brain waves, or something along those lines. So when Cruella hears Big Ben, she goes crazy, seeing spots everywhere, and her treatment's basically undone.
