I don't remember anything about it in Rugrats or even Scooby-Doo, but my memory is terrible....
I'm not sure about Rugrats or Scooby-Doo, but I know that Yasunori Mitsuda, the composer for Chrono Trigger also did the music for Xenogears. Where did you read those?

I think it's referenced (I know this is in the game for sure, i'm just not sure if this if the reference IMDb is talking about) in XenoGears (which I bought yesterday brand new for used price), in the beginning of the game, in Lahan (the first village), when you go in a house, and there is a save cube. The person right next to the cube is Lucca from Chrono Trigger (she explains how to use the cube, and then steals 28G from you).

Lucca reminds me of Velma from Scooby Doo. She has brown hair and wears glasses just like Velma. That may be the reference.
