Technical Question: Why were the town/field map characters so blocky?

This is a technical question I always wondered, and I don't know much about game design and programming in the 90's, so I figured I'd toss this out there:

The battle-screen character models were actually quite decent. Not as good as VIII or IX, but they were very decent looking. But the character models on the town and field maps were just jumbled messes of polygons, and were less detailed than Lego-characters.

Was there some sort of technical reason they couldn't just use the battle-screen character models on the field and town maps? They're still simplistic enough that I can't imagine it being that hard for Square to have re-done the NPC's to look like them.

And FURTHERMORE, this is my signature! SERIOUSLY! Did you think I was still talking about my point?

well i think it was their first take with 3D so they probably didn't know how far they could push the ps1 limitations. So instead it turned out into a blocky mess. I mean before VII they had been working on FF titles for the SNES so i'm guessing it was one big change going over to the PS. They did however learn later on with FFVIII how they were going to use the ps1 3D Graphics.
