Officially she is supposed to be alive, but nothing has been heard of her in 10 years (game wise), so isn't it possible that she was killed by Nemesis. He was sent to kill STARS members, which includes her. Jill survived, so did Chris, and so did Barry (the canon ending to RE3 had Barry rescuing Jill and Carlos, according to the RE5 booklet), but nothing has been said about Rebecca. She could very well have been killed by Nemesis.
shareHow though? She wasn't in the third game at all, maybe she's gone into hiding about the whole Wesker thing lol I mean all the other characers (apart from Sherry) have popped up in some games, but Rebecca hasn't so I see your point but if the nemesis had of killed her, we would know about it.

She joined the BSAA according to Resident Evil the Stage which is overseen by Capcom and supposedly tied in-game.
shareI'm surprised she joined the BSAA. You would think anyone with a brain would have gotten out of the monster killing business. Especially Rebecca who survives Ecliptic Express and The Mansion incident BACK TO BACK. AND escaped Raccoon City.
