Question about Wolf (spoilers)

I don't get what happened with him towards the ending-after failed proposal,queen asked him to work for her and he accepted,then he found Virginia and Tony in swamp and it was obvious that Virginia loves him(she even said that),but he was still working for the queen? Ok,he betrayed the queen and helped Virginia after that,but it's strange that she forgave him so quickly.
Or he was double agent all along and never really worked for the queen? That would make more sense,but what was point in all that? Did he explained what was his plan?
It's stupid question,but I probably missed part of dialogue because I was watching without subs,and English isn't my first language(obviously)

Early in the story he made a magical vow to help the queen. He experienced a change of heart after he met Virginia, but by then it was too late for him to renege on the vow, as much as he wanted to. Because it was magic, he didn't have the power to break it. So his solution was to become essentially a double agent, helping the queen capture his friends while secretly sabotaging her plans.
