The bombing at the beginning of the movie
Was it an attempt by the Fishes to assassinate Theo before Julian could reach out to him?

Watching it now. And just a little past that. I don't think it was ever explained (see the movie several times). I think its just a world of varies terrorists acts from different groups and rather commonplace.

I have watched this movie many times, and have always wondered about the bombing. My theory is that the faction that murdered Julian didn't want her contacting Theo, who would hamper their plans to keep Kee, and more than likely figure out they planned to assassinate Julian.
I also believe that Julian turned to Theo because she suspected that a plan to remove her and grab Kee was afoot, and that Theo was the only one she trusted to protect her and Kee. In my opinion the need for travel papers (someone in her position had all kinds of contacts to get the papers) was a ruse for her to contact Theo and bring him into the inner circle.
The Fishes explain to Theo during the interrogation scene that it was a false flag bombing by the government.
shareOf course they claimed it, but it was way too coincidental to be a false flag bombing.
Since three of the people who were responsible for assassinating Julian were in the room, it stands to reason that they were in no way going to admit to trying to kill Theo.
Also from the deleted scenes its apparent they had been following Theo (that is how they found Jaspers cabin) for some time and knew his daily routine.
Yeah I suppose it's a possibility they were lying.
But I think that it's meant to be taken at face value for what it is, because the way the movie was set up before that scene was that the media was propagating lies, one of which was that the Fishes were terrorists, and not a resistance militia fighting for equal rights.
Also, the Fishes only wanted Theo dead after he voiced his concerns in the debriefing at the safe-house, right? They trusted him up to that point. They followed him around to gather Intel about him to make sure he could be trusted. I could be mislead though, so I don't know. That's just how I understood it.

No, I don't think so. Patric wanted Theo dead: "Where's Faron? He's a fĻ
Ńking dead man." Patric arrived after the debriefing.
As I understand it, Patric was one of the motorcycle riders that Theo crashed with the car door during the ambush. That's why there was the order to hide the motorcycle. The other rider was Patric's cousin Simon, who was at death's door after the crash. Patric blamed Theo for Simon's condition and wanted revenge.
But even if Theo hadn't done anything during the ambush, I think they still would've wanted Theo dead because he was with Julian.
I think the coffee shop bombing was a government plant. Julian was still in charge of the Fishes at the time, and since the Fishes pretty much figured out Theo's routine at that point, Julian, who still cared for Theo and wanted him to be part of their plan, wouldn't have intentionally planted a bomb at a place she knew Theo would frequent. Jasper, who we know is a trusted source, alluded to the same thing. Good thing Theo doesn't take cream and sugar!
The Fishes also planned to kill Theo to tie up any loose ends. They were involved in a police shooting, and Theo had served his purpose so he had to go in their minds.
Syd in the movie who refers to himself in the 3rd person told him that he knew for sure the army was about to bomb the crap out of the camp because of the fishes bombing the wall. He knew there was a price on the Kee & Theo so he was trying to get them out
I imagine that's actually what we see at the end.

shareI always thought it was ambiguous (Theo blames the Fishes, the Fishes claim it was the government, who knows?) but damn, that's a good theory that I never thought of before.
