Well, how he figured out who it was is easy to explain.
The CB radio requires a rather large antenna to be mounted on the car for it to transmit signals. If you go back and watch the movie, you'll notice that, in addition to the front antenna, there is an antenna on the back.
Thus, it wouldn't be hard for the guy to realize who duped him. There's only maybe five vehicles there total, and Lewis's car is the only one with the CB attachment. Considering the CB only has a five mile radius, according to Lewis's brother, it had to be someone close. The guy put two and two together and watched them to make sure. Then they stupidly responded to him and confirmed their identity so he could hunt them.
I don't know about the Charlotte thing; I'd have to watch that part as I didn't really pay attention to her part.
Well, The charlotte part... I believe after he smashed the car in the tree and said it was a joke and they went to pick lee sobiesky, rusty nail followed them the entire time. after he saw the girl leaving in the bmw he intercepted her. What I don´t get is how he got the names, the fact that they were brothers, etc...

They had met Charlotte and told her their names and that they were brothers. She obviously would give RN this info if he asked for it. Not only that but RN had obviously been in their car so he would have seen the car registration and jail papers with their info on it.
Boy, for being a silly, straight forward movie you people sure seem to have a hard time connecting extremely simply located dots.

Nothing in the movie clearly explained this, but since they did not have a clear description of the truck or driver, he may have been watching the hotel nearby and saw who the cops picked up, and then put 2 and 2 together, following them from the point where the cops dropped them back off at the hotel hours later after their visit to the hospital and interrogation.
Rewatching this after years... Paul calls the manager... And a few seconds later... The manager calls room 17... Which they can hear. Rusty picks up and says everything is fine... A few seconds later their phone rings in room 18, which rusty can easily hear... Add that with the big ass cb antenna on their car right in front of the room... It makes sense... Honestly... The biggest question I'm having... Is... How did he find their cb radio? Unless it wasn't theirs... I mean, he would have had to be really close to see them toss it... And it didn't look like anyone was around when they did it.
