why does diesel 10 call mr. conducter "twinkle toes"?

Just a guess, but since Mr. Conductor uses the Gold Dust and actually does "twinkle" (you know, all the gold sparkles) when travelling from place to place, Diesel is mocking him and his "twinkling". Hope that makes sense.
