What was that all about?

I just watched "We Dreamed of Machine Elves" (s21e8) and can anyone tell me what the heck happened in that episode? Was the "doctor" ever found guilty of anything? Who were the machine elves? Did this doctor know these women were being raped? So many more questions about a weird episode that started out so promisingly. For a moment it almost felt like an old school episode back when they were good. But then it took a left turn into crazy town. Do better SVU. Why do they keep renewing this show? It used to be so good, but now it seems to be less about the cases and more about the characters personal lives. The main reason I love procedural shows is because they don't focus much on the characters lives but on the story itself. If I want to watch something mellow-dramatic I'll watch This Is Us.

as mentioned in the show, machine elves are a common hallucination while under the influence of that particular drug,
the doc was aware & orchestrating the rapes....not sure why though

It's just weird how multiple people had the same hallucination. You would think that everyone would have one specific to their own circumstance. Which makes me think that the mechanical elves were representative of something not fully explained in the episode.
