sharei think the water being in there was important for muffling the noise of the hammers and drills. ie to conceal what they were doing from anyone who may have heard from a nearby building
also (secondary) i think it takes a long time to drain that much water?not sure about that

That's a lot of water to drain, and have to find somewhere to get rid of fast.
But also it had the effect of short-circuiting all the electrics in the vault and disabling the security. No cameras, no alarms.
I agree with all that, but in the footage we see of the heist it's pretty unclear to me, why Gal was so integral to it's success. There's just a mass of bodies seemingly swimming up, down and around the place. His actual safecracking role didn't seem all that obvious.š
