I don't think he planned on killing them. He had a chance to during the action and opted to shoot them both in the legs.
share^I always thought that was a tactical move. Like he chose to immobilize him rather than aim for the head since it was a riskier shot. He was already wounded and hobbling, might as well go for the lower body.
But I guess that doesn't explain why he doesn't go for Longbaughs head so maybe you're right.
