I don't think he planned on killing them. He had a chance to during the action and opted to shoot them both in the legs.

^I always thought that was a tactical move. Like he chose to immobilize him rather than aim for the head since it was a riskier shot. He was already wounded and hobbling, might as well go for the lower body.

But I guess that doesn't explain why he doesn't go for Longbaughs head so maybe you're right.

This. Also, add the fact that he genuinely liked Longbaugh after their conversation in the bar. He had plenty of chances to kill them both but he opted to wound them.
