Can someone explain what exactly Mr. Chidduck does?

I don't understand what Mr. Chidduck does exactly. Is he some kind of front for a Cartel or what?

From what I gathered, he launders money for the cartel, yes.

When he borrows the $15M for trade, he borrows it from the money he is laundering. This is the best I could figure out.

he launders money for cartels but he does other stuff, too. when they ask painter who the parents are and is surprised he says "of the oil and steel chidduck's" and mentions 2 or 3 other things he does, laundering money for cartels was one, 'collecting other people's debts' was another

Actually, he said that Chiddick collects other people's enemies--apparently to indicate what a total badass Chiddick really is.
