Every time I watch this movie, this goes right over my head. I'm dense sometimes. So what the hell is Tania implying?

To me, it seems like a joke about the size of his penis. Typically, leather pants are sort of tight around the wearer, to accentuate certain parts, making them somewhat difficult to remove in a hurry. If he isn't well-endowed, he can slip them off and on without issue.
