It's been a while since I've watched this so I haven't seen the movie since before I started listening to Steel Panther. But I just googled it and yes, that's him in that scene. Damn I need to watch this movie again soon.

Guns for their 1998 "Wasted" EP. When he was lead singer with the Van Halen tribute band Atomic Punks he was known as David Lee Ralph.

Now I come to think of it, my examples are all British. Maybe it's so strange for Americans that if an American band masters the art of making fun in music, it's called a comedy band.
