I'm trying to remember which episode a scene is from.

The gang is trying to figure out a solution for a pressing issue.

Bartlet says 'Ideas, people! I don't care how crazy they are!'

Kate Parker thinks on something, clearly sorting out her thoughts silently, and then she asks something like 'Completely crazy ideas?'

Bartlett says 'Yes!' and she presents her idea...which turns out to be utterly brilliant.

Bueller? Bueller?

I apologize in advance for not assuaging your cerebral distress. I do not recall such a scene, nor can I find evidence of this dialog in the transcripts based on a search for the word "crazy."

Confounding the quest is a dearth of characters named Kate Parker in The West Wing. Mary McCormick played Kate Harper, but that added information does not suffice to produce the desired result.

Can you recall anything else about the scene?

The scene you're looking for is from Episode 1 of Season 6 - NSF Thurmont.

POTUS is asking for ideas about how he can get the Israelis and Palestinians talking together following the bombing in Gaza and the fallout from that.

Toby and Will have nothing. Kate has her idea and CJ agress that it might work.

And I got it wrong; it's 'stupid and outrageous'

And it's not 'wracking', but 'racking'...even if some dictionaries allow the variant spelling.
