The whole premise of the movie is that when Cody enters into the Thirteenth Year of his life, he starts turning into a mermaid, right?

Well, you enter into the 13th year of your life when you turn 12. You end it when you turn 13. Think about it: when you turn 1 year old, you are finishing your first year and entering into year 2. When you turn 2, you are finishing the second year and entering into year 3. And so on.

Therefore the movie as is should be "The Fourteenth Year", as when he turns 13 he begins year 14

You're point makes sense, but maybe they mean AFTER he's been alive for 13 years

Like you pointed out when Cody turns 13 he is actually beginning his 14th year... To be a mermaid you have to be thirteen years old but when he was turning 12 it would be beginning his 13th year... he would have not have been 13 years old. So it make sense that when he isEXACTLY 13 years old on his 13th birthday that he would turn into a mermaid... I dont know if I did a good job of explaining this, but just think about it.
