that's usually the standard practice, older kids mean more hours to work, and 18 means no mandatory limits, that's why it seems like every teenage show has not one actual teenager in it.

I just watched Motocrossed, and the actors in that were also a bit older than they were playing, but I think it was more noticeable. The main actress was 18/19 playing a 15 year old.

I saw this message and had to let you know that Chez was either 15 or 16 years old, depending on when the movie was filmed. It debuted on TV in May of 1999, two months before his 17th birthday. I personally knew Chez when he was an 8th grader in Las Vegas during the 1996-1997 school year. He was 14 years old that year. The last time I saw him was at his high school graduation in June of 2000, shortly before his 18th birthday. Because of the movie and other work, Chez completed his high school education in three years through an independent study program. I hope this helps in figuring out how old he was when the movie was made.
shareDisney like most other production companies has to use older actors to play younger parts due to working hours. For example, most movies are shot during the school year, not all young actors/actresses can have tutors on set.
Also, working days are very long and the law states child actors can only work a few hours a day. Older actors tend to be more mature, skilled in their craft and can cope with the demands of making a movie.

Yeah, I think Cody (or his actor) look like a young 17 year old, I can easily see him believing him to be 13, albeit more mature looking for his age.
