there is a part where jake is in the bar and is drinking with some friends and im certain one of them is bully.

Didn't Jake stab the shiit out of him? I don't know about any of you but I wouldn't drink with the guy that stabbed me with a broken bottle. And I belive that danko is right on the money anyway, Jake wouldn't drink with Bully even if he did survive. "Sorry for stabbing you mate, have a jug."

Yeah I think they used some actors from the first one in different roles in this one. As the leader of the snakes gang was Jake's drinking buddy from the first film and the brute who tries to butt him in the bar at the jukebox in the first one (and gets shortly beaten s@#tless after) is one of the members of the snakes gang in the second one if you look closely.
shareCliff Curtis, who played Bully, is not credited in this film. I know sometimes actors do uncredited parts, but I doubt the producers would make that big of continuity error on purpose or as a joke. Besides, I don't think Bully survived the beating and stabbing he got at the end of OWW.
