Have a question about a particular scene!

I have a question about a particular scene in the movie. It's about the scene when Mugatu is getting ready to explain to Derek the Derelict Campaign. Todd comes in with a drink and Mugatu bumps into him spilling the drink all over Mugatu. Mugatu hands Todd the dog and they then look at each other very weirdly and making strange noises. I'm not sure if there is any special significance to this scene, or if it's just there to be strange. Anybody know? Thanks!

It's suggesting that there is sexual tension between the two - either that they are secret lovers or that something suddenly sparked between the two of them. It's hard to tell which is the case.

That is an odd scene. I wonder if that incident happened in real life. The pause/delay is to perhaps draw attention that maybe this isn't supposed to be too funny because, in the real world, someone really got hurt...
