So what would it cost to go to a place like this?
If a person is sent there by the judicial system who pays?
Do poor addicts go to prison instead?
I bet they do.

If it is true they only have a 1/3 success rate how do such things continue?
Imagine if the school system had only a 1/3 success rate.

Good rehabs cost a lot. A place like in the movie can cost upwards of $300 a day.
Poor people go to not-so-nice rehabs run by the state.

Rehab continues because there is no really effective treatment for addiction. In fact, I believe 1/3 success rates are pretty typical for most mental illness. However, I've noticed insurance companies are lot less willing to pay for a standard 28 days rehab than they were, say, 20 years ago. Now I think intensive outpatient treatment seems to be what is most common.

We looked into some 30 day programs a while ago for a family member. Glenbeigh in Ohio was $14,000. The lady I spoke to said there were very few 28-30 day programs anymore. Insurance companies don't want to pay for them, so generally, only the wealthy have access to them. Places like "Betty Ford Clinic" etc.

Our town has a 5 day detox center, but they only have 7 beds and there's a long waiting list.
