Right the setting is the House of Pain Scene when Blade and the Bloodpack are looking for Nomak around 37mins through the movie. When Blade is looking around the club (37:30) he spies a guy giving some crazy vampire back body art to a lady. The guy double takes and looks towards the camera / Blade's direction as we see this unfold.

My question, is it just me or does sed guy bear a remarkable similarity to Billy Zane? I have not seen him given a cameo for his role, so was wondering can anyone shed any light on this?

It's hard to say, but he was dating Leonor Varela at the time.
