His goal is to kill them all, so he was gonna try to kill him eventually. And I'm sure at some point he'll have to leave the country to kill more.
share1) We don't know why he was in London otherwise. He very easily could have had another reason.
2) It was done for humor. It was the punch line to the opening action scene.
