it seems like it is taken from a Korean movie with the same plot connecting a son with his mother through radio 30 years before.

is this film better than the Korean or different basically watchable?

I'm not sure about the Korean film. Bu I do know that this film was writen by Toby Emmerich, who has since gone onto be President of New Line Films. His brother Noah, plays John's best friend in the movie.
The concept of the film began with an idea of "What If" What if you couldvel back in time and talk to someone in the past, but not like a regular time machine like Back To The Future. Then they came up with the idea of the Northen Lights being able to transit radio frequencies andthe rest is prtty much the film you see now.
