Yes, he was Barney the Chinese food delivery man. He was already a fairly big actor when Frequency came out in 2000, as he had a major role in 1998's Lethal Weapon 4. He must have signed on to appear in Frequency long before he appeared in Lethal Weapon 4.

When I read your comment, I thought you were an ignorant fool who mix up Chinese (or Asian) guys very easily anyway, although they're nothing alike except for being Asian.
I was wrong. The guy does look like Jet Li, if you're not looking very closely.
I also thought it was Jet Li making a cameo. He looked so much like him.
