Why aren't cutaways used in other shows/movies?
They seem like a legitimate narrative device, but besides Family Guy, I don't think I can remember being used regularly in other shows/cartoons/movies. I think they could be even used effectively in serious/dramatic movies for example - someone mentions a historical event/famous person and it cuts to a snippet of that specific historical event.
