The way Quagmire was about to walk into jail was weird. Is that how the system works, that the convict enter the prison rather than be escorted by police? I've never once seen that anywhere.

There is your 'Own Recognizance' release but that's just a promise to appear before the judge prior to the proceedings.
I think it's safe to say once you've been convicted of a crime & your punishment handed down, they aren't going to trust you'll just show up to jail for your multi-year prison sentence. Plus with Glenn, he's literally a flight risk since he's a pilot so there's no way it would happen for real.
