Yes, but that probably wouldn't stop really enterprising criminals from giving it a go for a few months.

The problem is the criminal would have a witness who could identify them or a lifelong prisoner who would take up their time and also be at a physical location where the criminal could be tracked to.

1. the first murder we saw was a crime of passion. where people act emotionally and irrationally.

2. while not detectable by precrime, that has its own risks too.the mob will have to have literal compounds to house its dozens and dozens of enemies it chose to kidnap but not kill.
