Just drive Ann lively miles away to kill her?

So the pre-cog system is described as only working within a 200 mile radius and it is clear the system isn't national yet. So to kill Ann lively without getting caught by the pre cogs couldn't he have just driven her 300+ miles away and then killed her?

Right... so that the murder is investigated the old-fashioned way and Lamar Burgess doesn't have control over the investigating (FBI) team that might get a lead on him?

Burgess thought his plan was foolproof. He deceived the precogs by letting a John Doe take the fall, and he controlled the police force in his own jurisdiction district. Everything was already perfect (or so he thought).

Yeah but Agatha has shown she can see the past too, so if it went national she or another pre-cog might eventually see it
