Right... so that the murder is investigated the old-fashioned way and Lamar Burgess doesn't have control over the investigating (FBI) team that might get a lead on him?
Burgess thought his plan was foolproof. He deceived the precogs by letting a John Doe take the fall, and he controlled the police force in his own jurisdiction district. Everything was already perfect (or so he thought).
