According to the new Code Red DVD release, producers' commentary, the filming locations were almost entirely in Orange County, California, Saddleback Canyon, Tustin, KOCE (OC's public TV station), and Santa Ana (downtown street scenes).

Yeah, I know the exterior of the protagonist's house was supposedly in Silverado Canyon, but I've never been able to find it.
One stairwell scene was shot at Cal State Long Beach. I remember being in that building and thinking "This reminds me of SOLE SURVIVOR." Later an instructor mentioned that the director had attended the school. I asked about SOLE SURVIVOR and he confirmed that a scene was shot in the building.
