I think you're talking about the yellow one, although she didn't have powers, she just had gadgets... think Batman...
And she did it coz she was jealous.
Don't remember the ep, though... but she was a recurring character/villain

The yellow one you're talking about is named Princess Morbucks. She's a wannabe Powerpuff Girl/villain, and she's also Craig McCracken's answer to Annie Warbucks (who given the character's personality in the series I assume he didn't like).

The episode she debuted in was called "Stuck Up, Up And Away". It was the 1st (A) episode of season 2 (paired off with (B) episode "Schoolhouse Rocked"), and the 14th episode overall of the series. It premiered on June 25, 1999 on a Friday, and was the very first Powerpuff Girls episode to premiere on a Friday. "Stuck Up, Up And Away" is DEFINITELY an episode on my top 10 most favorite Powerpuff Girls episodes of all time due to it's Dragonball Z-esque fighting scenes, The Powerpuff Girls having much lighter colored streaks in this episode (which I wish had stayed consistent all throughout season 2), and of course the debut of Princess. Princess is my favorite villain from the series, with Him coming in 2nd, and Mojo Jojo coming in 3rd. Also Femme Fatale is my all-time, most favorite 1-shot villain from the series.

She was made because The Powerpuff Girls were getting overly exhausted what with constantly putting their heroic lives on the line everyday & saving the day 24/7, so to ease their tiring crime fighting troubles they created Bunny, the (official) 4th Powerpuff Girl.

She was a huge, mentally challenged, hunchback Powerpuff Girl. She was also basically just a tease that Craig McCracken had made for all of those fans out there who had always wanted there to be an official 4th Powerpuff Girl on the team. He had made her so that whenever the fans would ask when/if he would ever make a 4th Powerpuff Girl to add to the team the episode "Twisted Sister" was your answer. Even though I was disappointed and felt really bad that Bunny was a 1-shot character and was mentally challenged I had understood why Craig had made her the way he did. Craig was never EVER going to permanently add a normal & competent 4th Powerpuff Girl to the team (and thank God for that, as the new episodes of Rugrats had proved that fans of all cartoons & TV Shows in general tend to favor original teams/character over new characters added to the original team). By making Bunny mentally challenged and unstable Craig was clever and was able to have his cake and eat it too (a.k.a. have a 4th Powerpuff Girl to please the fans, but also have her to be a 1-shot, mentally unstable, non-permanent character to please himself too).

She was purple.

Yes she was indeed made, and out of artificial ingredients of the original ingredients that had created The Powerpuff Girls (since the girls were unable to find the original ingredients). The weird thing about Bunny is that even though The Powerpuff Girls didn't realize it at the time, technically Bunny was their daughter rather than their sister since they had created her & NOT Professor Utonium. Also the Professor never got to meet Bunny in the episode, so he was never aware that he had a granddaughter/4th "daughter" all along.

I previously mentioned it up above, but the name of the episode she's in is called "Twisted Sister". "Twisted Sister" was the 11th (A) episode of season 2 (paired with (B) episode "Cover Up"), and was the 24th episode of the series overall. It aired on Friday, May 26, 2000 back on Cartoon Cartoon Fridays during the prime of Cartoon Network!!!
