Was Roach Coach meant to be a major villain?

During the show's run in the 1990s, I believe he was hyped to be a major villain. Instead he only got one episode, but being that he was rather gross (a dude who controlled cockroaches) I think that was a good idea.

He was mentioned in the end theme and was used for years in bumpers on Cartoon Network. I'd wager this may very well be true but he just didn't catch on for obvious reasons.
