Is Mewtwo the most strongest Pokemon ever?

So does that mean Mewtwo is stronger than Lugia, Ho-Oh, etc..

And I have a question, remember the episode where Ash first saw Ho Oh? Isn't it weird that it was like the first episode he saw Ho Oh and they don't talk about Ho Oh until like the third season?
