Someone with great mind powers shouldn't be able to do that. Shrink Ash, Misty and Brock and they were about to be killed by a ball being rolled at them. Or turn Ash, Misty, and her own mother into dolls. Wanting to trap all those who lost to her.

What made them come up with that freaky thing?
