Has this movie been out on blu-ray....in any region?

Japanese import (region A) available. Got single disc version under 20 US dollars and well worth it! Plays fine in US blu ray player. Check Amazon Japan or Google Straight Story blu ray and it will take you to Blu-ray.com sight and order single disc from there.

It's mystifying why it hasn't been released on BD in the U.S. Perhaps Criterion Collection should put it out.

There is a German Blu-ray available: https://www.amazon.de/dp/B076TF2SWD . Undoubtedly less expensive than the Japanese release but unfortunatly regio B locked.

Last year Imprint released a region free blu-ray in Australia. Very much recommended not only because of the quality of the transfer but also because it features a number of interesting extra's.
