In 'The Departed' Collin Sullivan is in the force, he's a bent police man and he gets quite high up too, and his "father" is a gangster who cuts people up. That was one of the best films that year, and it's no.41 in the top 250 films. Not really a plothole. There are many films out there with real plotholes.

While Collin Sullivan may be able to slip through since his boss is not actually his biological father, or a family member.
However, directly related familiy members can easily be identified, there is no way they would let a family member of a well known mafia family to enter the police force.

If you come from a "bad" family in USA you can become a cop. I'm sure some cities would say no to a person from a criminal family but definitely NOT all.
