As far as I understand that segment of the film, it was pertinent to the plot for, at least, the following reasons:
- It gave Wilson and Bill Duke's character (head DEA dude) the chance to get their cards on the table and to reach an unspoken acceptance that they were both, basically, after the same thing for different reasons - that being Terry Valentine either compromised or dead, because, respectively, he was involved in heroin dealing and he was responsible for Ms Wilson's death.
- It gave Stamp a chance to revel even more in his character's outlandish cockney accent and forthright approach to dealing with the matter - how he likes to figure out what is going on in a patient and straight forward manner and then "act accordingly." Character development etc.
- Possibly most importantly, it gave the chance to Bill Duke's character to inform Wilson of the location and address of Terry Valentine's coastal hideaway. So he could pay a visit.
"..I'll bleed you, real quiet, and leave you here. Got that?!"
