It looks like New York or New Jersey. I'm guessing New York because of the projects.

It was filmed in NYC and Jersey but they made it purposely mysterious. It could take place anywhere in the Northeast where there's Mafia: NYC, Jersey, Philly, Providence. Everyone's accent sounds NYC or Jersey though.

It takes place in Jersey City, New Jersey, which is my hometown.

Frankly I couldn't shake the idea it was Philadelphia. It looked perfect. But kellc121 is right, it was actually Jersey City according to the credits at the end.
