But I imagine in this case it was the demands of the film over and above any likely reality that gave us Morgan Freeman and Thomas Jane. And I guess Puerto Rico was a lot cheaper than any US location...

There are quite a few people from the mainland living in Puerto Rico you ... I mean it is a US territory. And up until relatively recently most of the upper level ranks in the Puerto Rico State Police/Policia de Puerto Rico (the agency depicted in the movie) were held by mainlanders hired by the Puerto Rico government.

No, there are sections like that everywhere.
I think the crucial aspect is the fiesta outside on the plaza...I believe it's The Celebration of the Dead (?)...celebrated with the traditional "horned" masks that local people fashion in Puerto Rico.
It's the MASKS, I think. A metaphor for the drama playing out inside police headquarters.
