At the end, hadn't the alien craft crashed with the cyborg Olhams inside, i.e. the two on Earth were human?

No, the humans were dead before the movie even started, the Impostors killed them and put their bodies in the ship then took their place.

Why hadn't anyone investigated the crash scene (the cause of the fire) until the end of the movie when everyone shows up there?

shareDuring the movie there were news reports about the fire and and that it was robots being used to extinguish the fire. No reason for any human to find the space craft immediately. It was mentioned that there was some sort of electrical pulse before the fire which seemed to interest the main character that apparently lead him to believe that a space craft had crashed there.
