Madeline Stowe and the ending (spoilers)

Why doesn't Madeline Stowe's character self-detonate when she realizes she's a replicant at the end? Her "moment of awareness" seems to be much longer than Gary's, yet they have the opportunity to shoot her before she detonates. He sees himself in the cockpit and blows up almost instantly.

Maybe her heart wasn't implanted with a bomb and she was supposed to be the decoy.

According to the PKD story this was based on; the replicant/imposter needs to say a certain phrase to initiate the detonation sequence. They find the real dead wife and shoot the imposter immediately; yet they stand around like brain-dead dimwits and allow ample time for Sinise's character to utter the phrase and self-destruct....MAJOR FAIL.

She was still in denial. It was after all only second and the replecant must fully realize it is a bomb or be near its target.
