Neither.
FADE IN. [INT. MAGIC SCHOOL - STUDY -- DAY]
(Phoebe talks with Paige and Piper.)
PHOEBE: Okay, we only have one shot at this. We can't miss.
PIPER: First we've gotta get to the Book, and convince it we still believe in ourselves.
PAIGE: Well, we do, don't we?
PHOEBE: Absolutely.
PIPER: Just feels kind of strange, you know, doing it this way.
PAIGE: Well, I kinda wish we'd learned how to do it earlier. Would've come in handy.
PHOEBE: Well, Prue was really protective of it. I'm just glad she showed Leo how to do it.

http://transcripts.foreverdreaming.org/viewtopic.php?f=21&t=6333Supposedly Prue taught Leo how to do it and then Leo taught the Charmed Ones. Since that was supposed to be the series finale, they were trying to give a nod of the head to Prue, making it seem like she had a part in saving the world and her sisters.
But it was one of the few things I didn't like about 'Something Wicca This Way Goes' - sure, Leo can teach them how to astral project - anyone can - I've done it. But with that form you can only go watch; no one can see your astral soul and your astral soul can't do anything but watch. Prue being able to cast a spell (and it took a while for her to catch on to that) was part of her power of moving things with her mind. For Leo to teach the others how to do it would be like Leo teaching Phoebe how to explode things (wouldn't she have loved that?), Paige how to have premonitions, and Piper how to orb. Paige might have been able to do that since moving things with her mind was also her power, but not Piper and Phoebe - they should've died.
Just stupid...
