Question about Rancid Rabbit and Shriek's voices

I just got season 1 volume 1 of CatDog on DVD and am enjoying it so much. It's been a really long time since I've seen it yet I remember nearly everything about it including which line comes next and exactly how they said it. It's amazing how the show has been burnt into my mind.

Watching it as an adult, I feel like I can appreciate the show a lot more for the jokes that I never would've understood as a child (and there are a LOT).

But the moment I heard Rancid Rabbit and Shriek's voices again, they instantly seemed familiar. Not because I had heard them on CatDog for so long but because they reminded me of other people. Rancid Rabbit sounds exactly like Joe Flynn of McHale's Navy fame and Shriek sounds just like Rhea Perlman. Does anyone know who Billy West and Maria Bamford based these voices on?
